Understanding the Changes to Notarial Services at the U.S. Embassy and Consulate General: What You Need to Know

Changes to Notarial Services 

(January 17, 2025) 


In light of recent developments regarding the acceptance of documents that have been notarized by U.S. officials and the evolving relationship between the United States and the Government of Vietnam, significant changes are being implemented in the notarial services provided by the U.S. Embassy and Consulate General. These changes are not only a response to local requirements but also align with broader global guidelines aimed at standardizing notarial practices across borders.


Effective March 17, 2025, the Embassy and Consulate General will limit their notarial services to executing only general affidavits and affidavits of single status, specifically for individuals intending to marry in Vietnam. This decision reflects a focused approach to ensure that the services provided are relevant and in compliance with local legal requirements.


As a result of this policy shift, we regret to inform U.S. citizens that the Embassy and Consulate General will no longer be able to execute affidavits pertaining to the authenticity of various documents issued in the United States. This includes, but is not limited to, vital records such as birth certificates, marriage certificates, divorce decrees, academic credentials, and driver licenses. This change may pose challenges for individuals who require such documents for personal or legal matters in Vietnam.

However, it is important to note they will continue to offer notarial services for documents originating from all citizens that are intended for use in the United States. This commitment ensures that U.S. citizens residing in Vietnam can still access essential notarial services for their documentation needs.

We fully understand that U.S. citizens living in Vietnam will have a pressing need to obtain official authentication for documents that have been issued in the United States. To facilitate this process, we encourage individuals to direct such requests to the Department of State’s Office of Authentications., which is equipped to handle these inquiries and provide the necessary support.



It is crucial for applicants to be aware that Vietnam is not a signatory to the Hague Apostille Convention. Consequently, all documents must adhere to the authentication process specific to Vietnam, rather than following the guidelines typically associated with apostilles. This distinction is important for ensuring that documents are processed correctly and accepted by local authorities.
